Because sysconfdir is the place to keep "read-only single-machine
data". Radius will look there for its configuration files; the
installation procedure copies there the raddb directory, therefore
sysconfdir *must be writable* by the time you run 'make install'.
If RH RPM follows another procedure, it won't work.
