It is embedded in the COPYING file that generally comes with any GPL
software (such as GCC/G++ or GMake or autoconf/automake, etc.). I is
just after the "END OF TERMS AND CONDITIONS" in the section headed "How
to Apply These Terms to Your New Programs".
