Not a good idea to use PARTUUID in msdos disk.
Logical partitions get renumbered if deleted or adjusted.
That's why grub allows disabling use of PARTUUID.

Unless you have set up your GPT disk to have a *flagged* BIOS Boot partition, booting in bios-legacy will be a problem.

The lack of a BIOS boot partition only makes GRUB less reliable because it has to use blocklists to load its core image.


If OP disk is msdos, this point is moot. Just making sure OP disk is not GPT. Best always to be sure.

One more thing the OP needs to make sure (not previously pointed out) is his grub is indeed a bios grub and not an uefi grub (he says he built from source). $grub_platform can easily confirm it. Best also he check.
