That's a different one; if your header files are
in /usr/local/include/gsl/, and you have something like 
  #inlcude <gsl/gsl_sf_bessel.h> 
in your files, you must use
  -I /usr/local/include
(that is, leave the last "/gsl" out).
With your usage, the compiler is looking for a file
  /usr/local/include/gsl/gsl/gsl_sf_bessel.h

Have a look at section 2.2 of the gsl docs ("Compiling and Linking")
