[Help-gsl] GSL Windows Port

I noticed that GSL has no mention anywhere of Windows compatibility.  I
found a great port - might be nice to put a link to it on the GSL site?  I
realize G=GNU but its nice to have code that I can also edit and compile in
windows when I have to.
