Hi,

well, when I read the news file (1495) then the environment setup is not
supported on Windows and the error handelr gives me also a matching hint
when I call: gsl_ieee_set_mode.
The changelog holds no entry that this functionality has been extended for
Win32:

Error Handler Message:  --> ERROR: the IEEE interface for this platform is
unsupported or could not be determined at configure time.
