I think the interface you are searching for is hurd/exec_startup.defs.
Also have a look at [glibc]/hurd/hurdstartup.c, where the startup
informations are fetched via exec_startup_get_info.

Why do you think that RPC is obsolete?  It is used in
libdiskfs/boot-start.c.
