blackbird:~$ apt-cache showsrc hurd | grep Build-Depends
Build-Depends: file, mig (>= 1.3-2), texinfo, tetex-bin, autoconf,
libncursesw5-dev
blackbird:~$ dpkg -L texinfo | grep makeinfo
/usr/bin/makeinfo
/usr/share/man/man1/makeinfo.1.gz
Looks like you're missing the texinfo package.
