In order to use a non-qwerty keymap, you need to download (and install)
the "clavier" package at http://kilobug.free.fr/hurd/debian/.
Then, do
/etc/init.d/clavier start
to activate the keymap.
(but it only works with the GnuMach console, not with the new one).
