Hmph, do other programs work in /bin?  Could you try and see what
"rpctrace /bin/make" produces? The output of "ldd /bin/make" would
also be useful.

It looks like your /usr/bin/make is corrupted.  Please reinstall by using

# apt-get --reinstall install make
