Depends. Porting the existing design to a new Microkernel, like was
intended with Hurd/L4 and will probably happen sooner or later with
whatever new kernel, indeed should affect mostly only the low-level
stuff, while existing translators should work with only little changes.

ngHurd on the other hand will have completely different interfaces,
meaning that all the servers need to be rewritten, and even application
software will probably often need to be adapted somewhat. (AFAIK no full
POSIX compatibility is planned for ngHurd.)
