Make doesn't do ``.  This just sets SEARCH_DATE to the actual string
"`cat ${H_FILE_VERSION} | grep ${PRJ_DATE}`", which obviously is never
empty.

If you want to actually run a shell command you need to use the GNU make
$(shell ...) function, not backticks.
