OK I found out what was causing the confusion for the timestamps, here is the
output from stat.
This is not really a make question, at this point, but I am just hoping that on
forum, people have good experience with timestamps.
Why would the modify timestamp be rounded to the nearest second??? This is
what's causing the problem. It is always like that for this file.
