--with-xxx require the path to tclConfig.sh and tkConfig.sh,
probably they are in /usr/lib or /usr/lib/tcl8.3 and /usr/lib/tk8.3
Sounds obvious, but did you try letting configure do the dirty
work? The TCL autoconfiguration part was done by a Debian
fan IIRC.
