After a default configure && make, the build failed because
various 'doc' targets that the Makefile needed were not being built.
They appeared to only be built if --enable-maintainer-mode is
enabled (this mode is disabled by default).
If it is verified that builds fail when maintainer mode
is disabled, one fix might be to remove the maintainer
mode support entirely. Per,

using maintainer mode is not a recommended practice.
