Hi Jan,
Getting back to this problem from a month ago, I didn't do anything to
fix it, but I cannot reproduce it now. That is, I can run texi2dvi (or
tex/texindex/tex) on your file with the @ignore'd text enabled. This is
with the texinfo.tex in CVS, version 2004-11-08.15.
Is it still broken for you?

Consider this file, if you remove the @ignore block, texi2dvi does not
compile. Same for \\WHAT.

@code{\WHAT\},

The @refcommand{paper} block has been renamed.
