Ugh.  You'd think they'd have modernized their standard by now.

Texinfo doesn't fail this standard in a zillion other ways, anyway?

    Otherwise, I'll have to drop to @tex to \underline{}

Much as I hate to recommend macros, maybe they could be used here, say
@uline defined to use \underline for TeX and as a no-op for everything
else.
