Latest version from

  http://ftp.gnu.org/gnu/texinfo/

is 4.13. My Cygwin distro shown:

  $ makeinfo --version
makeinfo (GNU texinfo) 4.13

And it is still in binary form not perl script:

  $ file `which makeinfo`
/usr/bin/makeinfo: PE32 executable for MS Windows (console) Intel 80386 32-bit 

Is C sources frozen and development under texi2html?
