Doesn't matter whether we use subdirectories or foo-LL.info.gz files or what 
ever. For me as a translator, it doesn't make a difference. OK, I could use the 
mentioned suffix already for now, hoping it will be really parsed in the 
future. 
Just choose the most painless way, if you are really willing to provide this 
feature one day.

Yes, seems to be so. The system itself is obviously very difficult, I don't 
expect it is applicable to the most existing texinfo manuals without deep 
digging changes.
