Look up the config admin file and specifically the LockDir option in the
Cederqvist (http://cvshome.org/docs/manual/index.html).  As long as
everyone has inheritable write access to the lock directory (and
I believe the CVSROOT/history file), you should be able to assign
privileges to other directories in the repository as normal.
