Most likely, the old version of CVS you're running looks in the user's
$PATH to find the RCS commands and the users have their $PATHs set so
that one group gets an ancient version of RCS and the other group gets a
reasonably current version.  The solution, as I said before, is to
update to the current version of CVS.
