If you are talking about moving existing RCS files into your new repository
you'll pretty much have to use *nix commands.  Otherwise you'll have to use
import or the standard CVS 'add' and 'commit' commands.  See the sections of
the Cederqvist (CVS manual) on importing, vendor branches, and everyday use.

Each developer needs to check out any project they wish to work on into a
workspace.  Read through the Overview section of the Cederqvist, including the
sample session.
