There are a few steps for getting the template to populate the WinCVS
client. Judging from your note, I'd say that you're missing only the very
last step in that you need to re-checkout the module of interest from the
server. Every time you modify the template (commit-template), you'll need to
re-checkout the module.

To answer some of your questions:

The client is looking for the template in the CVS directories within the
module. When a template exists, the client grabs the latest upon checkout
and populates this within these CVS specific directories. For example:
/cvshome/dir-first/CVS
* Entries
* Repository
* Root
* Template

for WinCVS to find it?
Technically no, CVS should do this for you. However, it is possible to do
this manually.

In all versions of the Cederqvist that I've seen, this information is
located in the "reference manual for administrative files" (sections C.5 -
C.6). I agree that it may not be easy deduced what all needs to take place
for templates to work... I'd like see WinCVS automatically populate the
commit log with a template if one exists. And upon cvs update, grab the new
template... but I'm happy as it is.

Lots of folks. I use templates all the time.

I'd suppose that you logged in and did a cvs co command, then tested the
template dialogue.

Can not get my template to work using WinCVS.  Whenever I commit 
using WinCVS (v1.1b16), it pops-up with a message box where I can 
enter my comments.  At the bottom of this "Commit settings" window, 
there is a drop down option titled "Insert CVS/Template".  If I 
select this option it immediately replies *found no CVS/Template 
file*...where is it looking for this template? On my local NT 
workstation or the remote CVS server?

find the answer I'm looking for.  I have the Cederqvist manual and 
have read through it, what page am I not reading properly?  I have 
the WinCVS manual and have read through that, no where in it does it 
mention "templates".

Has anyone had success with this?  

Any suggestions would be greatly appreciated.
