export vs checkout differences: files not updated

Hello all,
The manual page states that export is basically just about checkout
without CVS dirs and files therein.
However, I noticed that export doesn't update files at all; if they exist
new files aren't exported. The output is like:
---
cvs export: Updating /cfg/dist
? /cfg/dist/etc
? /cfg/dist/root
? /cfg/dist/usr
---
I'm using CVS to hold a set of files that are are exported out every X
hours or so (centralized configuration).
Now I have to do this by rm -rf'ing the old directory and creating it
anew every time. Is there a better way to do this? I doubt it because
it'd appear that updating files that have been exported would require
those pesky CVS files by design.
