All these patches (and more!) are availabe at SourceForge under the project
RCVS.

In cvsnt, it is using the 'cvs edit -c' patch, and the admin locking
is disabled...  I just had the first person who wanted to use this
(shows
how much people actually want locking!  It's been there for a couple of
months before anyone noticed) and discovered that 'edited' files aren't
locked...

I assume there's a companion patch to add to 'cvs commit' which checks
to see if you are the editor before committing?  Where can I find this?
