As I understand it correctly, cvs (the binary you build) is the server also.
If you want access a cvs repository via pserver protocol (port 2401) you need
in your /etc/inetd.conf something like the following line (from my system,
SuSE 7.0):
cvspserver stream tcp nowait root /usr/sbin/tcpd /usr/bin/cvs \
--allow-root=/home/cvsroot pserver
