cvs log command

I have a question about the log command.

I want to get a log of all the commit activity at the server, but when I
give the log command, I only get log information about files in the
directories that I have in my local repository. So, if another users add new
directories/files/modules to the system, then there is no way for me to get
that information from the log command. Is that the way it is supposed to
work, or is my system set up incorrectly?

I need to get a log of all the activity by any user at the server - without
having to do an update locally. Is it possible - how ?
