You need to change the permissions on the repository directories on the
server machine; cvs users need write permission on all directories in
order to create lock files.  Alternatively, you can specify the LockDir
option in $CVSROOT/CVSROOT/config (again on the server) to put the lock
files somewhere outside the repository.  Exactly how you do all this is
somewhat system-dependent, so you should talk to the server machine's
system administrator (or whoever support it) if you need more help.
