I might have misunderstood what you are asking about, but as far as the unix
cvs client can't you do the following?
set CVS_RSH=ssh
then have developers connect with:
cvs -z3 -d:ext:address@hidden:/cvs_repository update -d (or checkout)
then just cvs edit, cvs add, cvs commit, whatever.
(again, I totally might have misunderstood your question).
