What do you mean by "the archive of the file is corrupt"?  Although most
of the internals of CVS handle pretty-much any characters in file names,
the external interfaces do not.  This error is almost certainly the
result of trying to invoke a command from commitlog.  Running the
checkin with the -t global option should let you see what's going wrong.
