Because xinetd is setting $HOME in the pserver's environment to /root
and CVS believes $HOME if it's set instead of figuring it out itself.
Most likely, $HOME is set in xinetd's environment and it's just passing
it on -- the best thing to do is to fix that. Alternatively, I believe
you can specify in the xinetd configuration exactly what environment
variables are to be passed on to CVS.
