But if you have the SGID bit set on all the directories in your
repository, you shouldn't ever have to set it by hand -- all newly
created directories (and files) should inherit it.  Did you neglect to
do it to the $CVSROOT directory itself?

You are.  When CVS changes user from root to the actual user, it also
changes group to the actual user's default group.
