Jim,

You should see whether your repository is all contained in one branch. If
it's the case, you need to check-out with the name of the branch, cause cvs
is using by default the head branch.

If you don't think it was in a branch, try to check-out on Unix, it should
do the same thing. It may have to do with the way you used to import the
repository.
