Actually, the commit was performed on a fresh working tree that
had just been checked out of the repository.  I have looked
the Entries file in that tree and can't find any evidence of files 
that have been added but not commited in this directory.
This error was also seen on more than one working copy
of the repository... & the one file that is present in this 
directory was commited at the new revision level! It is just 
that the  commit bombed at that point of the recursive pass
I'll just experiment with this and if  it is a reproduceable problem, 
say more intelligent things later...

So although this sparked some interesting comments on import...
there were no import/add/ issues going on in this situation.

We've also written a script here to emulate import to get
away from having branches for the first revisions.

This means that the data wasn't checked out of CVS in the first place.
Import&checkout or add the files before attempting a checkin.
