rtagging a virtual module?

Dear readers,

We are trying to rtag a virtual module defined as follows

        Z:/user/koijk $ cvs co -c
        COIL         &FortranConvertor &MakeDepend &include &lib 
                     &lib.sun4

using

        Z:/user/koijk $ cvs -t rtag TEST_TAG COIL
        cvs rtag: notice: main loop with 
CVSROOT=:pserver:address@hidden:/user/arch/CVSREP
        S-> fopen(/user/arch/CVSREP/CVSROOT/history,a)
        S-> do_module (COIL, Tagging, , TEST_TAG)
        cvs server: cannot make path to COIL: Permission denied
        cvs server: cannot chdir to COIL: No such file or directory

If we check the module out and run the corresponding cvs tag command, all is 
fine, so we have an awkward workaround.

Is this behaviour a bug or a feature? How can we fix this?
