How often do they need to access them (can you handle the
requests)?  Are there security concerns with others changing the passwd
file to grant themselves root privledges?  If there are no security
concerns, you can always back out errors in the admin files...

'cvs update -A -jstart_tag -jend_tag' is the usual bit.
