I guess this remark is not in the bugzilla database for WinCvs :

That's why it was not part of 1.2.

But still, some commands are not refering to the selection, or they adjust
the text string of the menu if the selection is here or not. So that makes
sense for checking-out for example. But I agree we should change it in some
way.
