Both of these files are listed in the index of the manual, which
explains what they are:

The root cause of the problem is that you are out of disk quota on the
disk that contains your working directory -- either ask your system
administrator to increase your quota or move your working directory to a
disk where you have more space available.

Unless you enjoy shooting yourself in the foot, you must *never* delete
CVS administrative data without deleting the associated files.
