Upon investigating some more, I've found that "cvs editors" does not report
_any_ edits within any subdirectories no matter how those edits were created.
For example:
cd cvs
cvs edit BUGS
cvs editors

will report BUGS as being edited, while:
cd cvs/src
cvs edit Makefile
cvs editors

will report nothing being edited.

"cvs editors" will not report edits created by specifying pathnames.  For
example:
cvs edit src/Makefile
cvs editors
cd src
cvs editors

will report nothing being edited on each invocation of "cvs editors".  Note
that:
cvs edit src/Makefile
cvs editors src/Makefile
cd src
cvs editors Makefile

reports editors just fine.

I haven't tested to see if this occurs when specifying absolute pathnames.
