newbie^2 connection refused

Hi guy,
    I am a newbie twice, in unix and cvs and I am trying to install cvs on
a
sun box.
I followed the instructions on the manual and changed the inetd.conf and
the
services file.
I tried to install the echo example in the troubleshooting and I then
telneted in and got a:

$telnet: Unable to connect to remote host: Connection refused

not having much experience in the two I am a bit lost, can anyone suggest
me
where to look, read...any help will be appreciated.
