Just a guess, but perhaps CVS is trying to remove write
permission from the upload.php3 file in your sandbox.  It would
do this if you had CVS_READ set in your environment; or, I
gather, if you're using watches.

With sufficient thrust, pigs fly just fine. However, this is not
necessarily a good idea.
