Thanks Larry,
it was the "--allow-root" option that I had to enable. It works fine now.
However, this one developer is having trouble logging into cvs via Wincvs. He
can do so fine using a unix client, via the command line
":pserver:address@hidden:<repository path> login" command. However, when he
uses
WinCVS, he gets an authorization error. He's in the "CVSROOT/passwd" file for
that repository. Any idea what might be causing this?

Most likely you forgot the --allow-root option in inetd.conf, put it in
the wrong place, or made a typo in it. What version of CVS are you
running and what is the exact error message you're getting?
