No; a new server process is created for each client request.  It
stays around only long enough to service the request, then cleans
up after itself (in theory) and exits.  See whether you have old
CVS processes to go along with the old /tmp directories.  That'd
help to narrow down the problem -- are the processes not dying,
or are they dying without cleaning up?
