Too Many Confusing Errors

I don't know where the problem is stemming from, either the repository or local.. But I keep running into the same errors

that prevent me from either commiting anything to cvs or simply checking a project out through pserver

Error:

cvs commit: failed to create lock directory for `/usr/local/cvs/lib' (/usr/local
/cvslocks/lib/#cvs.lock): Permission denied
cvs commit: lock failed - giving up
cvs [commit aborted]: lock failed - giving up

Why is permission denied, what am I missing ?  Ive checked out CVSROOT admin files and edited them as per the instruction of Karl Fogel -

http://cvsbook.red-bean.com/cvsbook.html BUT I can't check them BACK IN.  When I try to check them back in I get:

cvs [commit aborted]: cannot commit files as 'root' -- Now that is confusing!!!

Locally I can import new projects to my hearts content - but once I check them out - they're OUT.  Any help in this matter would be

Greatly appreciated.  Im assuming it has everything to do with those config files in $CVSROOT/CVSROOT

$CVSROOT= /usr/local/cvs
