That's not a question. This is a question:
How did you create the cvs repository?
You should have done a "cvs -d <repository> init".

You don't have the same kind of CVS directories in the repository that you
do in a workspace checked out from a cvs repository. Those directories in
your workspace contain administrative information specific to your
workspace. In the repository, all of the necessary information is contained
in the rcs files.
(CVS directories in the repository have a different use, for commands like
"cvs watch".)

If you set things up right, this should not be a problem, assuming you know
how to do a check out. If you haven't set it up right, you haven't given any
information so anyone could tell. If there is a problem, you haven't given
any information which might indicate what it is. If you don't know how to do
a check out, your time would be better spent reading the manual.
