Building a repository

I'm looking to start a CVS repository for work.  I'm getting pretty
familiar with using CVS, but I'm not to sure how I want to set it up.

We currently have about 30,000 files, none of which are under an kind of
version control.  No one on the team is accountable for any changes made
to these files.  About 9,000 of the files are html files (~12MB), the rest
are mostly images or other binary files (~1GB) that will rarely change.  
New files of all types are added every day.

My dilema is this, do I put the binary files into the repository with the
text files or not.  If they don't change much do I really care?  Also,
will that many files have a serious impact on the performance of CVS or
increase the likelihood of the repository becoming corrupt?

(Yes, I do plan on buying the book, "Open Source Development with CVS".)
