CVS has a bunch of different subcommands: checkout, checkin, diff,
admin, tag, rtag, patch, update, etc.
tag tags the files in a working directory and is not recorded in the
history file.
rtag tags a module in the repository (without needing a working
directory) and is recorded in the history file.
