Merge info can be stored in the RCS files because the RCS file
format is extensible.

It *should* be stored there because it's a permanent part of the
file's history, not transitory like edit/watch info, and so
belongs with the rest of that history.

With sufficient thrust, pigs fly just fine. However, this is not
necessarily a good idea.
