.cvsrc location

I am aware that CVS will look for ~/.cvsrc to find options but will it 
look anywhere else?

I searched the list archive and found mention of CVSRC_PATH.  Is this a 
valid environment variable?

Is there any other method to achieve the same results? (i.e. 
automatically have all users have certain options appended to certain 
commands)
