CVSup Problems

I'm having some strange problems with CVSup.  I am attempting to mirror the cvs repository on another Linux machine configured with same software.

When I run 'cvsup supfile' this is what happens.

Connected to 'server ip address'
Updated collection test/cvs
Finished successfully

When I look in the destination directory, no files have been created, except the sup directory is with a checkouts.cvs file in it.

I have connected to some CVSup mirror sites and the update was successful.  Does directory and file permissions have anything to do with it?

In Debian, the default location for cvsup is /etc/cvsup.  I created the directory /etc/cvsup/sup/test.  In that directory I created two files: releases and list.cvs

Here is the contents of each:

releases
cvs list=list.cvs prefix=/var/cvs/cvsroot

list.cvs
upgrade metaback

Any help will be greatly appreciated.
